Senate Minority Leader Chuck Schumer (D-NY) made it clear on Thursday that Senate Democrats are drawing a hard line as the threat of a government shutdown looms—no reforms, no votes.
Speaking at a press conference, Schumer said that, from day one, he has warned his Republican colleagues that Democrats will not support a funding bill for the Department of Homeland Security (DHS) without “really strong, meaningful reforms” to rein in Immigration and Customs Enforcement (ICE)’s widespread abuses.
With the latest funding bill failing to secure enough votes, Schumer said his caucus is standing firm.
“For weeks, we’ve been pushing common-sense reforms—the very types of things that local police and sheriffs throughout America routinely follow,” Schumer said. “Today’s strong vote was a shot across the bow to Republicans: Democrats will not support a blank check for chaos.”
Schumer framed the vote as a simple choice: rein in ICE abuses or extend the “awful status quo.” According to the minority leader, Republicans chose the latter—putting forward a bill that, in his words, ignored the outrage from the public and failed to address concerns about the agency’s conduct.
“Republicans chose chaos, and the Democrats—we refused,” Schumer said. “If Republicans want to keep DHS funded, they need to get serious. They need to sit down, negotiate in good faith, and produce legislation that actually reins in ICE and stops the violence.”
Schumer: ‘We Did Our Job Today. Now Republicans Have To Do Theirs’
Throughout his remarks, Schumer emphasized the growing public anger over videos circulating online showing aggressive enforcement actions. He noted that Americans are “tired” of seeing people “beaten, snatched off the streets, treated like they have no rights,” and compared the scenes to what one would expect in authoritarian regimes.
“Americans are tired of masked agents conducting warrantless operations in their communities,” Schumer said, comparing federal agents to the secret police. “They’re tired of chaos, secrecy, and zero accountability. That is not what law and order looks like.”
Schumer argued that the path forward is straightforward: negotiate reforms that create guardrails on ICE’s authority and restore public trust. Until then, he stated, Democrats will not provide the votes needed to keep the current system in place.
“Senate Democrats showed up today for Americans,” Schumer stated. “We did what they’re asking. We did our job today. Now Republicans have to do theirs.”
Schumer also pointed to polling he claimed shows significant support for reform—even among Republican voters—saying that, while “MAGA Republicans” oppose the changes, roughly 35 to 40 percent of Republicans back the Democratic position.
Unless Republicans agree to reforms, Senate Democrats appear prepared to hold the line—raising the prospect of a partial government shutdown and a broader budget crisis in the days ahead.
