Former President Barack Obama warned that recent federal immigration enforcement actions in the Minneapolis–St. Paul area—Operation Metro Surge—represent a troubling departure from democratic norms, describing what he called “rogue behavior” by federal agents and praising ordinary citizens who organized to resist it.
During a conversation with Brian Tyler Cohen, Obama said the deployment of ICE agents without “clear guidelines” or proper training was “deeply concerning and dangerous.” He cited reports of agents pulling people from their homes, using children to lure out parents, tear-gassing crowds, and targeting people who were not breaking any laws.
Obama framed the situation as unprecedented in the American context, comparing the tactics to those used in authoritarian regimes rather than in the United States. He warned that such actions by federal authorities undermine the rule of law and public trust.

At the same time, Obama pointed to what he described as a powerful grassroots response. He highlighted neighbors buying groceries for affected families, community members escorting children to school, and teachers standing up for their students. He stated that these efforts were not random acts of kindness but part of a coordinated, organized pushback against what residents viewed as unjust enforcement.
According to Obama, the peaceful demonstrations, citizen journalism, and community organizing offered a hopeful counterweight to the federal response. He said the sustained efforts by ordinary Minnesotans—even in subzero temperatures—showed the strength of civic engagement and democratic values.
Obama concluded that meaningful political change would not come solely from elected officials, but from citizens themselves. Restoring democratic norms, he said, depends on people paying attention, getting involved, and insisting on a vision of America rooted in decency, rule of law, and support for working families.
